Create an "Enhance PDF" option like ReadCube has. I love Mendeley, but that feature is so cool!!!
This would pull up a list of citations in the article currently being read on the side (so the reader wouldn't have to scroll down mid-read to find them) and give the reader the option to download these directly.

I totally agree with all of you. Mendeley HAS to import this feature. The most time consuming task when you read a paper is to navigate to the reference and then search for it in your library or the web. They really have to import this feature. Doing that then the mendeley choice will be one way .

This would take the power of Mendeley to another level - essentially creating links between all the papers in the database

The feature to, within a PDF, see if you have a particular reference in your library and with a click access it would make Mendeley superior! Even with some manual labor of arranging the links to other papers within your library the feature will still be very helpful.
For me (and many of othe people I know) it is now between Mendeley and ReadCube. If the latter starts to improve and will not get stack on its beta version for such long time it has all the chanses to sqeeze Mendely off the market and all this just to its ability to work with enhanced PDFs (in particular direct downloading of cited articles and supplementary data). I am really surprised Mendeley team is working on so many not really that important things and are missing this one which is THE CORE!!!

It's really cool and useful. We want it in Mendeley!

This is definitely a VERY useful feature. Especially the easy access to references, and papers citing the reference you are viewing. Right now I use both programs but a program that combined both functionalities would be ideal! It is like Web of Science integrated into your PDF reader, not to mention the other enhanced content. I expect ReadCube will head the direction of adding reference management and citation integration with word processors, so if Mendeley hopes to match ReadCube, they should be proactive about incorporating this interactive, enhanced functionality.

wait, why is this in the API category?

The list could also contain an indicator that tells you if you already have the paper in your Mendeley-Library and open it on click (or redirect you to journal web-page for downloading otherwise).
I would vote for this if I had any votes left.
